  4. Béchamel Melt the butter in a medium saucepan, add the flour and mix until smooth. Cook over medium heat, stirring occasionally, until golden brown, about 6-7 minutes.
  5. Meanwhile, in a separate pot, heat the milk until it boils. Add milk to butter mixture, 1 cup at a time, whisking constantly until sauce is smooth. Bring to a boil and cook for another 30 seconds. Remove from heat and season with salt and nutmeg.
  6. Assembly Preheat oven to 375 degrees Fahrenheit. Grease a 9- to 13-inch baking dish with melted butter or oil and layer them in the following order: stew, pasta, béchamel, and grated cheese (reserve 1 cup béchamel for the last addition). Make 3 to 4 layers of pasta, finish with casserole, béchamel and sprinkle 1/4 cup Parmigiano-Reggiano on top. Bake in the oven for 45 minutes until the top is golden brown and the pan is bubbling. Remove from the oven, let cool for 20 minutes, cut into slices and serve
